▶ 편집위원회 관련 규정

제 1장 총칙

제1조

본 대한악안면성형재건외과학회 편집위원회(이하 위원회라 칭함)는 회원의 학술활동 전반에 관한 업무를 보조하고, maxillofacial plastic and reconstructive surgery(이하 학회지라 칭함) 발간을 위한 논문의 투고, 심사, 게재에 대한 사항들을 관장함을 목적으로 한다.


제2조

본 위원회는 대한악안면성형재건외과학회 회칙 제 9조에 의하여 설립되며 편집부 산하에 구성된다.


제 2장 구성 및 인원

제3조

본위원회는 위원장 1인과 부위원장 2인, 위원 20-25인 이상으로 구성되며, 위원장은 본 학회의 편집이사가 맡는다.


제4조

편집위원은 본 위원회의 제반업무를 성실히 수행할수 있는 본 학회 회원중에서 연구업적 및 학술활동 경력이 뛰어나서 각 학문분야의 전문가라고 널리 인정되는 회원을 편집 위원장이 임명한다.


제 3장 업무

제5조

편집위원회는 다음과 같은 사항을 관장한다.

1. 학회지의 발행 및 편집에 관한 사항

2. 학회지 게재 논문에 대한 투고, 심사, 게재에 대한 사항

3. 기타 필요하다고 인정되는 학회 위임사항


제6조

편집위원회의 개최

편집위원회는 연 4회 이상 위원장의 제의로 개최하며, 학회지 발간 계획, 발간방법, 게재료 결정, 투고논문 심사, 투고규정의 수정등의 사항을 토의하고 이를 본 학회 이사회에 보고한다.


제7조

학회지의 발행 및 편집

1. 학회지의 발행은 수시로 전자저널 (e-journal)의 형태로 오픈 액세스 (open access)로 발행함을 원칙으로 한다.

2. 위원회는 연초 학회지 발행예정일을 공시하여 회원의 논문 투고를 독려하며, 투고에 따른 논문게재료, 게재료, 심사료 등을 투고자에게 신청 할 수 있다.

3. 위원회는 학회지 발행에 따른 출판사의 선정, 단가 계약, 등의 사항을 토의하고 학회장의 승인을 받아 이를 집행한다.

학회지 게재논문의 투고 규정

1. 별도 제정하여 매 발행되는 학회지 후반부에 항상 게재한다.

2. 투고규정에 대한 사항은 편집위원회에서 수정 및 보완할 수 있다.


제9조

학회지 투고 논문의 심사 기준 및 절차

1. (심사절차) 위원회는 논문이 투고될 때마다 각 논문마다 3인 이상의 전문분야 편집위원과 심사위원에게 심사케 하고 게재여부를 위원장이나 부위원장이 결정하며 그 결과를 각 투고자에게 송부하여야 한다.

2. (심사위원의 선정) 심사위원은 해당 전문가 3인 이상을 위원장이나 부위원장이 위촉함으로써 선정된다.

3. (심사기준) 심사위원은 투고 논문에 대하여 다음과 같은 항목을 평가하고 점수화하여 이를 합산하는 방식으로 심사를 실시한다. 이때 투고된 논문은 다음의 기준에 따라 처리됨을 원칙으로 한다

① 게재 가능 (accept): 3인의 심사위원이 모두 논문 게재를 추천하거나 사소한 수정 (minor revision)으로 1차 심사가 된 논문의 수정본이 위원장인 부위원장이 판단할 때 게재 요건을 충족하였다고 판단되는 경우

② 사소한 수정 (minor revision): 심사위원의 다수 의견이 사소한 수정에 의하여 게재가 가능하다고 결정된 경우

③ 중대한 수정 (major revision): 심사위원의 다수 의견이 현재의 상태로는 논문의 게재가 어렵고 광범위한 수정이 필요한 경우

④ 게재 거부 (reject): 논문에 중대한 오류가 있어서 심사위원의 다수 의견이 게재하기 어렵다고 한 경우 혹은 외부 심사를 의뢰하기 이전에 위원장 혹은 부위원장이 논문의 사전 검토 과정에서 외부 심사를 의뢰할 수준의 논문이라 보기 어려운 경우

⑤ 논문 유사도 검사에서 30% 이상 이미 출간된 논문과 유사한 경우는 외부 심사를 의뢰하지 않고 즉시 게재 거부 결정을 함을 원칙으로 한다.

⑥ 논문 투고의 형식 중에서 사설 (editorial)은 비정규 논문으로 외부 심사 없이 게재할 수 있다.

⑦ 논문 투고의 형식 중에서 편집장에게 보내는 편지 (letter to editor)는 정규 논문으로 분류되나 그 형식 상 위원장 혹은 부위원장만의 심사로 게재 여부를 결정할 수 있다.

⑧ 위원장이나 부위원장이 저자로 참여한 논문을 학회지에 투고한 경우, 해당 논문 심사의 어떠한 과정에도 영향을 미치거나 참여할 수 없다.

4. (심사결과 심의 및 통보) 심사결과는 외부 심사위원의 의견을 참조하여 위원장이나 부위원장이 독립적으로 게재여부를 결정하며 심사과정 및 기준에 대한 심사위원의 의견을 동봉하여 각 투고자에게 그 결과를 알려주어야 한다.

1. 본규정은 1998년 대한악안면성형재건외과학회 이사회를 통과하여 실행되었음.

2. 본 규정은 2000년 6월 대한악안면성형재건외과학회 임원회의 결의로 수정되었음.

Peer-review policy

Peer-review is the system used to assess the quality of a manuscript before it is published. Independent researchers in the relevant research area assess submitted manuscripts for originality, validity and significance to help editors determine whether the manuscript should be published in their journal. Maxillofacial Plastic and Reconstructive Surgery operates a double-blind peer-review system, where the reviewers do not know the names or affiliations of the authors and the reviewer reports provided to the authors are anonymous.


The benefit of double-blind peer review is that it allows reviewers to judge the manuscript based on content alone, and they are not unconsciously biased by knowledge of who the authors are.


Submitted manuscripts will generally be reviewed by two to three experts who will be asked to evaluate whether the manuscript is scientifically sound and coherent, whether it duplicates already published work, and whether or not the manuscript is sufficiently clear for publication. Reviewers will also be asked to indicate how interesting and significant the research is. The Editors will reach a decision based on these reports and, where necessary, they will consult with members of the Editorial Board.

About

Aims and scope

Maxillofacial Plastic and Reconstructive Surgery is an open access, peer-reviewed journal that publishes clinical and basic research on the epidemiology, etiology, treatment, and prevention of congenital and acquired anomalies/defects involving the oral and maxillofacial regions. The journal focuses on investigating the causative factors of oral and maxillofacial anomalies/defects and the development of surgical methods and materials for morphological reconstruction or functional restoration. Maxillofacial Plastic and Reconstructive Surgery is the official journal of the Korean Association of Maxillofacial Plastic and Reconstructive Surgeons.


The journal welcomes high quality original articles, case/technical reports, collective or current reviews, editorials, and brief communications and covers the following main subjects:


• Congenital deformity of maxillofacial area

• Dental and maxillofacial reconstruction

• Tissue engineering related to maxillofacial reconstruction

• Cosmetic surgery and related material research of maxillofacial area

• Orthognathic surgery-related research

• Temporomandibular joint reconstruction

Ethics approval


Research involving human participants, human material, or human data, must have been performed in accordance with the Declaration of Helsinki and must have been approved by an appropriate ethics committee. A statement detailing this, including the name of the ethics committee and the reference number where appropriate, must appear in all manuscripts reporting such research. If a study has been granted an exemption from requiring ethics approval, this should also be detailed in the manuscript (including the name of the ethics committee that granted the exemption). Further information and documentation to support this should be made available to the Editor on request. Manuscripts may be rejected if the Editor considers that the research has not been carried out within an appropriate ethical framework. In rare cases, the Editor may contact the ethics committee for further information.


Retrospective ethics approval


If a study has not been granted ethics committee approval prior to commencing, retrospective ethics approval usually cannot be obtained and it may not be possible to consider the manuscript for peer review. The decision on whether to proceed to peer review in such cases is at the Editor's discretion.


New clinical tools and procedures


Authors reporting the use of a new procedure or tool in a clinical setting, for example as a technical advance or case report, must give a clear justification in the manuscript for why the new procedure or tool was deemed more appropriate than usual clinical practice to meet the patient’s clinical need. Such justification is not required if the new procedure is already approved for clinical use at the authors’ institution. Authors will be expected to have obtained ethics committee approval and informed patient consent for any experimental use of a novel procedure or tool where a clear clinical advantage based on clinical need was not apparent before treatment.


Consent to participate

For all research involving human participants, informed consent to participate in the study should be obtained from participants (or their parent or legal guardian in the case of children under 16) and a statement to this effect should appear in the manuscript. For manuscripts reporting studies involving vulnerable groups (for example, unconscious patients) where there is the potential for coercion (for example prisoners) or where consent may not have been fully informed, manuscripts will be considered at the editor’s discretion and may be referred to an internal editorial oversight group for further scrutiny. Consent must be obtained for all forms of personally identifiable data including biomedical, clinical, and biometric data. In the case of articles describing human transplantation studies, authors must include a statement declaring that no organs/tissues were obtained from prisoners and must also name the institution(s)/clinic(s)/department(s) via which organs/tissues were obtained. Documentary evidence of consent must be supplied if requested.
